Holy crap, do people really believe this "All servers are equal and the same" bullcrap? You really need to participate in cross-server forums more often if this is the case.
It is very true that some servers have a larger, more active JP population than others. It is also true that some servers have large, active EU populations where others just plain don't. The NA population on most servers is generally decently sized regardless, but what changes is the size of this base in relation to the size of other regional playerbases, as well as the relative activity of the NA playerbase.
Some servers are loud and obnoxious as all hell, some are filled with well-known retards, others are relatively quiet and try to avoid attention from those types of players. In some cases, old HNM hierarchies determined the general "feel" of the Endgame community of the server. Most good players that other good players would be interested in playing with are generally a product of the past 5 years of their server's Endgame history, for better or for worse.
If you're looking for a server to just chill in, Cerberus is generally fairly laid back. We got rid of Vigor and a few others like him ages ago, and to be honest I can't even think of anyone who I'd be able to call the "Resident Retard". If you're looking for linkshells to do things with on a regular/daily basis, though, part of the reason that our server's quiet is because the vast majority of good linkshells are already set on their membership. New shells that were worth a damn weren't really created for a long time on Cerberus, since we were home to Maury (of FFXIAPP fame). The majority of the Endgame scene belongs or belonged to one of 5-6 different linkshells and that's about it, so it's hard to inject oneself into that sort of clique.
If that's the sort of thing you're looking for, I'd suggest making a thread on BG's Cross Server LFP forum. There are a decent number of linkshells there that are actively recruiting, so you're more likely to find something that you're interested in at times that work for you.
