At the very least, you can say that "I do not speak any English." which is within the auto-translate feature implemented within the game, but in my personal experience, most of the JP players will simply ignore other players who do not type in Japanese. To summarize, if the JP player base would attempt to cooperate with foreigners, there will be harmony.
With all of that being said, I do think that players who are unwilling to cooperate should be forced on to another server to play in solitude with other ignorant players; but they should never be allowed to transfer back to another server due to population balance effecting game play.
