1.
Pick up the Lv. 36 quest "The Rose and the Unicorn" from Carrilaut
Location: Coerthas Central Highlands - Dragonhead - First Dicasterial Observatorium of Aetherial and Astrological Phenomena (24-28)

2.
Run over to Francel
Location: Coerthas Central Highlands - Dragonhead (24-24)

3.
Attempt to intereact with Francel

4.
Francel is unresponsive and does not allow completion of quest or grant follow-up quests

This issue needs to be fixed. All of the players of that main quest up to that point cannot continue their story. This is a big problem.

Same problem here, also there are many, many people hanging around Francel trying to get him to do anything. You can talk to him if you don't have the quest, by the way.
