Steps:
I am being asked to craft 5 toadskin jackets. In the journal description, the recipe calls for: 2 toadskins, steel rivet, steel ingot. This is wrong. So I looked up this quest and on the bottom of the guide it says...

* Used to be you needed to turn in 5 Toadskin Jackets.

An issue with game content freezing when talking to Medd during Step 12, if you do not have the proper 5 belts it will lock you into an uneventful standoff with the NPC. For which you will have to force reboot your game. Should be fixed in 1.20

I made the belts not the jackets, went to the NPC and got stuck so I just forced a crash. Next I crafted the 5 Jackets, went back, stuck in NPC chat again, can't move or back out of the conversation.
I crafted the items normally because when I select "requested items" the game tells me I don't have what I need to synth them. I have tried this with the mats the quest says I need, as well as the mats that actually make the jackets. Please help.

I don't know why people rely on other websites to tell you what to do when the journal specifically states what you need to do (and even tells you where to go!). This quest can ask for a variety of items, and for you, making belts is incorrect.

For this quest always alllllllllways trust the recipe given to you by the journal. Sometimes what the NPC says doesn't match the journal, so just check the journal! You said that the recipe stated 2 toadskins, steel rivet, steel ingot... that is for toadskin armguards. Make 5 toadskin armguards and try again. Your journal might actually even say toadskin armguards (or does it always say jackets? I forget -- anyway, the recipe is always right)!

Since you've already made the jackets and the belts though, you can abandon this quest if you wish, re-flag it, and see if the desired item changes to something you already have. Mine actually asked for toadskin jackets in the journal, provided the appropriate recipe for jackets, and I completed it with jackets just fine.

Also, because the items are normal items, you do not craft them using the "requested items" box.

tl;dr? Make 5 toadskin armguards and try to talk to her again.
