Well, where I live Fios has crazy high latency, I suspect the reason for that is because verizon has patched it in without any complete runs, (e.g. they are still upgrading sections of the network to fiber) and it's going from fiber to copper to fiber to copper etc etc etc.

Cable isn't much better latency wise here, well over 200ms to montreal, Dsl on the other hand is like 50 on avg.

Something I know the helped me a HUGE amount on my cable was this....

I called comcast and told them to put my SMS XFinity modem in Bridged mode. What this does is disable it's built in router entirely, turning it into a normal cable modem. Then you can run your own router to it and I went with a netgear from radioshack. My latency wen't down 50% and my connection is 30% faster and my wifi is 500% more reliable. Leased modems are crappy.
