As for announcements, it was part of the TGS Live Letter, though they said nothing about excluding anyone in the transfers. And, really, people STILL throw the gil reason out as an excuse? Even though it's clearly a non-issue now considering Square did a blanket suspension of people with high amounts of gil (8~ million on Legacy, 2~ on non) suggesting that anyone with more than that has a high chance of trading with RMT. The real reason isn't the gil, and you naysayers know it.
