You get them were the battle leves are too.
The most efficient are the triple turn-in leves
(if you craft 9 HQ items you get the maximum XP/Gil)

FYI you don't need to go traipsing off the those random camps to pick up crafting leves. There's always a bunch available in the city where the guild resides, IE Gridania for leatherworking, Ul'dah for goldsmiths, etc.

While this is true, there are even more at the locations you are sent to. These locations are no coincidence, as the levemete there will hand out leves of the same level as the one you were sent there on.

At a given level, the city leves will be two that are turned in somewhere in the city and one that has to be turned in at the other location where tradecraft leves of that level are handed out (30--Costa del Sol, 35--Observatorium, 40--Whitebrim Front, 45--Saint Coinach's Find). That levemete will have two leves, to be turned in at that location.

You don't *have* to but I'd recommend it. Limsa dude for 45 required High Mythril Armour (4 Myhtril plates and something else I think), dude in Mor Dohna required Cobalt Ingot, which would you prefer to craft? You want the maximum return on your investment (you lose the item after all) so it's usually a good idea to out and about. I did have a link saved but my PC has died and the link isn't on my laptop, but it shows what item the leve wants for that level.

That would also depend on what level miner the person has, if it isn't lvl 46+ they can't collect cobalt on their own, and making the high mythril armour would provide the player with more xp outside of the levequest reward XP meaning that overall they could use less leves to level up their craft. Now if the person has a ton of leves and miner 46+ then throwing cobalt ingots at the levemete would be a very quick way to level up.
