Do you get the Items for the Leave when getting the leave ? Or do you have to buy them yourself ?

I'm asking because of the HQ Turn Ins at Higher Level ones. And also WHERE do i get those leaves for the correct lvl ? Is it like the normal Fighter leaves ?
