PC-wide lag from FFXIV

So aside from the rubberbanding lag that keeps me from doing any end-game, I'm also getting fps lag just running around mining. Has been going on since P3. The lag is identical on all settings, from maximum down to custom/low minimum settings. Not only does the game fps lag like hell, but even other programs start to lag. If I have a video playing on my second monitor, even the fps on that will drop from the game lag. The game lag is there regardless of whether or not I have anything else running, and regardless of graphics settings. My resource usage sits at around 5%-8% even when the game is lagging.

So how does this game manage to lag my rig this hard? Even in P3, I talked with people in-game with the same issue with strong rigs, and others with below average rigs who had no issues.

Windows 7 x64, game and OS on SSDs
i7 3930k
32GB cas-9 RAM
GTX 680

I play half a dozen MMO's on max settings, sometimes two at a time, while streaming Netflix, while downloading something, etc etc. But this game just chews my rig up all by itself.

Anyone else have this problem? Found a fix?

Is the GPU stuck in 2D mode?
And is the CPU running at normal speeds in game?

Yeah i get the same prob mining. We have similar machines too, yours is infact a touch better but same GFX card.
I've played wow with no probs, Rift is fantastic with response time and lag but this game? this game makes it look like i'm running an old 386 lol...well not that bad but you know what i mean. Not sure if its the server lag or the netcoding on the game but something is doing it for sure.

I've tried changing every setting in the Nvidia control panel, disabling the second monitor entirely, etc. Anything that would improve performance. Nothing has any effect on the lag, better or worse. It's just this game.

I should point out that's it's not mining that's causing the lag specifically. Just logging into the game and moving around causes the lag. If I just walk down a road, I'll get a grinding fps lag spike every 1-2 seconds. CPU usage never goes over 8%.

Again. Check with CPU-Z/GPU-Z, Precision X, etc.

The thread title refers to the original post, which references lag caused in other applications that is only present while FFXIV is running. The post you quoted is from further down in the thread and refers to the state of my hardware, as asked about in another post.

If the GPU core is running at 10% of 1000MHz or 10% of 100MHz won't make a difference, it will be equally shit performance.
You've yet to say if the cards are actually running at normal clocks. Or do you mean "running fine" as "yes, they are running at normal clocks"?
In which case I apologise, I'm used to talking to people who are basically technologically illiterate on tech support forums.

I had issues with my Fermi cards (560Ti) were they would be stuck in 2d mode (~1/10th or less of max speed) when I exited some programs (most notably F@H), causing abysmal FPS. I've yet to encounter this on my 680s though.

I think you're confusing lag (which is a networking issue) with system resources (that are being utilized by a processor/memory-intensive game) slowing down other running programs.

They are 2 totally separate issues.
