People can't see my chat

I've submitted 3 tickets over the past 4 weeks and haven't received a response from SE yet. I got an E-Mail on Monday 9/23/2013 stating they would contact me within 2 business days (48 hours) and now it is Saturday.

On to my problem.

People cannot see what i say in chat. I will list what DOES work and what does NOT work.

Works:
1)Shout
2)Say
3)Party Chat(ONLY in Duty Finder)

Does NOT Work:
1)Tells
2)Free Company
3)Party(when NOT in Duty Finder)
4)Linkshell
5)Yells

This was NOT a problem during Beta and at the very start of launch, it just started one day, I needed someone to craft me something and I realized no one could see my tells. I have reverted my settings back to default to no avail, although I have no idea who would create a setting that would disable OTHER people seeing your chat. My next step is to reinstall the game, but I would like the issue to be addressed rather than put a band-aid over it. I'm so curious as to how the hell this is happening.

NVidia GeForce GTX 470
Western Digital Caviar Black 1TB HDD

Would really like to be able to communicate with people, it's so frustrating.

Sorry if this has been posted/solved many times, didn't see it pop up in search, and I've /shouted in game several times and no one has heard of this issue. I hope its something really stupid.

I have since reinstalled and it did not fix the issue. It was a complete fresh install, everything was set to default and alas, people still can't see my chat. I'm tapped on ideas guys. SE wont contact me. This sucks.

It seems that there have not been any further posts about this concern being an ongoing issue. Because of this, we are considering it to be resolved.
