No longer able to exchange commemorative coin for seals

I remember it showing up in the Expert Delivery list the first time I went to the grand company with it, but it is no longer showing up. I didn't exchange it the first time because I was near cap on seals, but now that I need the seals, I can't exchange the coin for some reason. Is this a bug? Is there something I need to do? Why did it show up once but won't show up now?

the items under 'expert delivery' are all items in your inventory that are tradable for seals. They are not like the supply and provisioning missions, which are set and change daily.

There is a display limit on how many items will show up though. You may have too items in your inventory which are tradable with expert delivery, as it seems low seal amount trade-ins have display priority.

Didn't know that, thanks, I'll try getting rid of some stuff and see if that works.

Nope, that's not it. I've cleaned out my inventory til the list started shrinking and I still can't turn my coin in.
