I just did a run in WP, and 2 pieces of disciples of war items dropped while on my monk. They were both upgrades but it would not let me roll need. Is this how its supposed to be?

Yes, only are able to roll Need on gear for your current class.
There are 3 disciple of war classes(not including tanks), 1 of which has gear that is dex only and is not an upgrade over anything for non bards, the other 2 are for monk and drg and the higher armor one if for drg while the lower one is for monk(both have different itemization too).
I'm almost certain the gear in question was loaded with DEX instead of STR, making it technically Bard loot, rather than Monk loot. Both classes use what is basically leather (DoW) armor, but their stat allocation is different, much like a healer and a magic DPS both using cloth (DoM) armor but one being loaded with INT and the other MND.
Disciple of war and magic equipment from my understanding can never be need rolled for. Its only equipment for X class that can be needed on if you are that class. Granted I mostly greed out of habit without looking I could be wrong.

No. Certain pieces of gear (recognized by name) are assigned to certain classes. People that are unaware of this will assume that the system is broken. For example, Hetairos and Peltast gear in Amdapor Keep.
