I think its more of an instance-server congestion problem than a latency issue.

I'm in an EU raiding FC and every single person in our groups has experienced being hit by HM titan landslide/plumes despite being clearly out of them as well as server side lag spikes, these happen pretty much exclusively during prime time in my experience.

Hope this will be fixed. I have experienced this when leveling. Suddenly I am hit with a certain spell and die. Or simply stops doing anything and I get 90k error and usually have to wait a few minutes before I can continue to play. They really need to get EU servers to EU.
This Miqo'te THM/BLM desires nothing but death and destruction of Garlean Empire.*under construction* *be aware of falling materials* *we hold no responsibility for injury or death*
I also get latency / lag issues from time to time. I have started to notice that it is most likely to happen during prime time but it can also be at random time of day. I experience this as people around me start rubber banding. My animation is smooth but the world around will freeze up, then suddenly fast forward to catch up. The severity and for how long this will last varies greatly.

Odin made our server melt yesterday. It's funny to see how Ragnarok went from under to somewhat over-populated.
As for the latency/lag issue, it's weird. I've had huge (I'm talking about 5-8s) lag spikes on Titan, I've also had really smooth experiences, and so did my LS mates who live in various EU countries. I have to play with a VPN on or I have crazy lag all the time, though.
It really depends on many factors such as ISPs and can't really be fixed on a case-by-case basis unless SE adds a EU data center, which they should consider to make it smoother for everyone here. As it stands, you have to roll a dice and hope you'll have a lag-free experience, which is unacceptable.
The base lag really needs to be addressed and SE have alrdy said in the past it would be sorted as it was brought up during beta, funny thing is it's still with us.
I live in Virginia and my R was over 4000 yesterday.
Do a ping plotter test and it spikes all around Montreal.
I was UNDER hydra and the fear move was still hitting me. This isn't just a EU thing.

S and R isn't a ping or latency, it's a value of how much data you are sending (s) and receiving (r). With an R of 4000 it means you are getting a lot of data sent to you, which is normal when you a crowded area or a very intense group battle.
We all have them. Those who say they don't are either liars or have always played on crappy pcs with shitty connections and can't tell the difference.
This game has a very inefficient engine an utterly horrible netcode and on top of that, the servers it's running on are trash. I ping 80ms to our server and my instant spells have never been instant --> shit engine/netcode/server. Not a latency problem due to high pings.
But the solution is close: 10 more days guys.

Clearly those who do not have issues must be liars or playing on crappy PC's.We all have them. Those who say they don't are either liars or have always played on crappy pcs with shitty connections and can't tell the difference.

I have no latency issues, I live in Europe and I most certainly do not have a crappy PC either. The thing is, a lot of these issues have absolutely nothing to do with latency. As a tank, a very clear example on what's off with this game is Grand Strike on the third boss in CM.
What happens? Grand Strike is an attack directed towards the tank, it essentially turns back towards the tank, throws down a narrow red rectangle and upon hit, it knocks you backwards. How to avoid it? Obviously, you want to get out of the red.
So, what happens in practise? You side step out of the red. .... Wait what, knockback?!
If it would be latency at play, you could argue that I wasn't out of the red. I was merely still standing in the red and due to that the server was unaware by then of my new location. This however, is not the case. If I strafe out of it and look at my position from my gf's PC who's sitting right next to me... I'm well out of the area hitbox. I also do not get knocked backwards within the rectangle, but actually get knocked back from my new position.
That is no longer a case of latency at play. The server position update already happened, it's even been sent out already to other players. Similar behavior can also be observed on some players during Geruda, players who stand behind the rock early yet still die, behind the rock. Players who during Titan stand well away from the landslide, yet still get knocked off. Or players hit by plumes even though for myself they've already been out of the plume.
Latency isn't going to resolve any in that, a EU datacenter will not be the solution. SE will need to optimize their code to fix those problems.
