It is not stating what you think it is. It's saying you cannot purchase anything with real-world money or real-world value (aka, I could not give someone an i-phone in exchange for a run in game) for anything inside the game. If it were in game currency then every transaction on the market boards would be against the ToS.
You are reading it wrong. It should look like this "You may not sell, purchase or exchange, for real-world money or value, any in-game currency, accounts, characters, in-game services, or in-game virtual items."
So it then reads as it is meant to: (first half) "You may not sell, purchase or exchange" PAUSE (second part) "for real-world money or value" PAUSE (third part) "any in-game currency, accounts, characters, in-game services, or in-game virtual items."
The key phrase is "for real-world money or value". With the way your attempting to read the sentence by linking "any in-game currency" to the "or value" it makes no sense at all as then "currency, accounts, characters, in-game services, or in-game virtual items" would be attached to the declaration of the sentence, and the conditional phase would be missing, making it incomplete.

Ok this is the clarification I needed. They are missing some punctuation which is what caused the misunderstanding. This isn't the first time things have been translated and not checked for correctness.
Uh, there's actually no punctuation missing. It's perfectly correct and the grammar isn't hard at all. I'm not sure where the confusion is coming from.

No, there's none missing, and no clarification is needed for a misunderstanding that the reader creates for themselves. You're interpreting it to mean something that is obviously nonsense. As others have noted, why would it be against the TOS to sell in-game stuff FOR in-game currency, using in-game means? Again, as others have noted, the misunderstanding you are creating for yourself is akin to saying, "It's against the TOS to use the marketboard to put crafted items on it, and sell for gil." SE didn't think people would make this sort of connection, because it really is nonsense.

This is about which object is related to what. It is apparently either [object] "real-world money" [/object] or [object]"value"[/object], or it is "real-world" [object]money[/object] or [object]value[/object]. Does real-world describe only the money, or does it describe both money and value? I.e., exchange of property not considered money? BJs? A car stereo system with curiously filed-off serial numbers? I think it is the latter: money and other items of value from the real-world cannot be exchanged for in-game gil. As Titan runs and gil are BOTH in-game, one cannot say they violate the ToS as read above. However, this says nothing about how the in-game gil is acquired.

Add the comma in between, that's how it's supposed to be read, not "value any in-game currency".

Sorry but your point is completely based upon assumptions. The point of primal battles is to gain either a primal weapon or to complete a relic quest which the last time i checked has value. In this sense his argument is completely valid. However this is also per speculation, as we do not know what SE means by (value).
