sounds almost like a scheduled task interrupting something--either on your side, ISP, or out in the internet between you and SE. Have you checked software auto update settings and such? Double check your task scheduler for Windows as well. If nothing shows up locally, I'd contact your ISP to see if something is going on with their network. I once had a business class line that was freaking out roughly every 30 minutes, and it wound up being bad hardware down the street messing things up on the node.
