    There in you are wrong there are more people who have the echo and there is an npc that you speak to at about lvl 20 that's Minfillia and she has the echo and there were others in 1.0 from the Waking Sands that were blessed (or cursed) with the echo. Also when you get your first Crystal you see others in the vision from Hydaelyn they all share the echo same as you.

    Also I forgot to add this in....

    Again when you get out of the echo Cid looks directly at you and says "That light it was you. You don't know this but all pure blooded Garleans posses the third eye maybe that is what helped me recognize that it was you" (can't remember if that's exactly what he said but pretty damn close. I'm suprised I don't have it memorized by now with how many times I watch those cutscenes from my inn before I log out)
