Yeah, all the level 28 Novice tools seem to be absolutely missing from the game. They're items that you can't convert to materia and add CP to the character. These types of items have come from the guild quests, but for some reason the time they should show up, you're given the main tool instead.

I dunno if Square even knows they totally skipped over this item, but if you're HQing your tools it's moot point anyways. A couple of CP is nice, and they would of had a bit more control than the HQ of the previous tool, but since they aren't able to be HQ'd (as they aren't craftable), they aren't really that special.

So like most of us crafters, I'd suggest forgetting about it like Square did and just wait for the next Tool. ^.^
