Launcher says Character Creation is open... but its not?

Hey any Dev's that are reading these forums.

any idea why the launchpad says that character creations on Cactuar are 'open', but when a friend tries to make a character, it tells them its not allowed?

any idea why the launchpad says that character creations on Cactuar are 'open', but when a friend tries to make a character, it tells them its not allowed?

Peak play hours are times when even the launcher (upated every 5 hrs or so) can be out of touch. If your friend wants to make a character on the server, I would suggest off-peak hours for character creation... ie: Early Morning or Late Evening... and maybe not even try on weekends.
