So is miner glitched or am i doing something wrong?

So im lvl 28 miner and i got lvl 27 or whatever gear with all kinds of perception added onto the gear and really good tools as well HQ items and yet for some reason my perception when mining even the lowest level items still says 15% and even when i use the ability that allows me to increase my perception percentage im lucky if i can mine 1 HQ item out of every 60 piece of copper ore or muddy water. Am i doing something wrong was adding perceptions a bad idea or should i just run around naked and mine like half the RMT bots do? I mean seriously the ability doesnt increase my chances of mining HQ ore or items (which i use alot of to lvl crafting classes faster) so what gives should i add gathering instead will that increase my chances of HQ items or is the game just bugged and i need to fill out another bug report?

15% is the max perception will get you. You have to use skills to go farther.

Lol when u reach high lvl mining or botanist 90% can give u 4 nothings.
