You are giving SE too much credit. The most likely scenario is that SE did run a character search that had the wrong criteria for picking up RMT characters, and banned everyone the search returned without doing a manual double check on the search result.Just speculating at this time, but, i believe they want to control the economy and have everyone operate at a lower level of gil. Having legacy players around that have a bunch of gil left over from their 1st attempt kinda puts a fly in the ointment to their grand strategy. Why should rich people exist in their world?
Which leads back to the other posts floating around that say they are banning people with over a certain amount of gil. Which is targeting legacy players, wanting to break everyone down to a peasant levels of gil. Classic american govt tactics.
Its just another plan by the man to keep a brotha down.

I think SE wants to kill off as much gil as they can before housing, especially the gil obtained by illegitimate means, even if it was legitimately selling something on the markets to someone who got gil illegitimately.
Not saying everyone who has been banned deserved it (maybe they did, maybe they didn't..who knows!), but people do have a tendency to lie when they get caught and punished for misdoings.
Fun story. A coworker of mine got fired for stealing a good chunk of money from the company. When she was leaving, she told everyone that she was let go due to a lack of work. A few of her office friends were pissed at the manager until the real story came out.
Was your friend telling the truth or the "office manager" ?
Hate to split hairs here, but she definitely was not my friend. I was glad to see her go :X
And the manager had the right of it. Check fraud was involved, and there was absolutely no effort involved in hiding who cashed the check (she changed the recipient to herself and endorsed the back). No denying that one.
I think it's always easiest to hate on the person who calls the shots, be it a manager, or to get back on point, SE with all the bannings. I would assume a good number of people deserve to be banned but are telling a different tale to their mates.

Aye I agree with you there with your story. Not saying everyone who has been banned deserved it (maybe they did, maybe they didn't..who knows!), but people do have a tendency to lie when they get caught and punished for misdoings.

Gold buyers will fabricate anything to make it seem like they got banned for another reason.
They just want to cause a stir of trouble, to get back at SE for banning their illegal activity.

I don't think OP meant "take their gil" as in "for ourselves".
I think he meant, "How can they take the most gil out of the economy".
There's no conspiracy here, but I think that's what he's getting at.
Just sayin this is the way they always handled it in FFXI...
Everyone from the RMT's all the way down the foodchain to the people who unknowingly received bought gil through legitimate sales on the AH got banned...

The problem with your theory is that they are doing this on the Non-legacy servers. If you where on a legacy server and got banned then I would have to think you deserved it for some reason.
