They never had the ability to be run in a group. They are supposed to be tasks for the "elite" of the grand company. Though honestly in 1.x they were much more difficult.
If you try to fail and succeed, which have you done?
To be fair, even the regular leves were intended to be solo content, but for some reason they made it to where someone could join with you and help you, even if they didn't have the leve.
Whel leves are easy to solo, that i dont think is a must have to be able to queue in pt.

This is one of those weird design choices this game makes I just don't understand.
They actively prohibit people from grouping together for so many things as you're making your way through the game, but then force everyone to have to group if you want to progress anywhere at end-game.
There should be more rewarding options for being social as you progress. Group Leves would be an excellent starting way (and perhaps a good way to offer experience parties a good way to Chain for XP gains).
It's just funny since the original intro to FFXIV had a party choosing which leves to do together. =P
