How do you even ninja loot in this game? From coffers, it goes to different people. I've gotten things when someone else opened the chest, and boss drops only lets certain jobs/classes need or greed.
Looting is random... Kinda. Another solution might be to not roll on loot for as long as possible.

Though, vote kick will be quite ackward in a 4 person group. Since two people could still troll successfully. Ah well, nothing is perfect.
Kind of a hard stop.. but I could imagine making it so all loot is distributed at the end of a dungeon or once the timer is up. It might encourage them to finish the dungeon with you (or wait the whole hour and a half).
It would also stop farming the first few chests of a dungeon and then rejoining which, imo, that farm strategy seems kind of silly and unintended. Though that'd be something SE would have to decide if intended or not. For normal groups it might encourage people from leaving as easily as well (may say "one more" one more time than usual lol).
in the end the SE solution is going to be to remove the items before the first boss.
Oh and just to mention, SE does not consider this against the rules. Reporting them does nothing.

Reporting may not do anything directly, but the more reports come in the more obvious it becomes that this is an issue for their customers, enough of an issue to maybe get some action.

SE doesn't realise how serious this harassment and abuse of the current system is right now because not enough people are reporting this issue when they see it.
Simply leaving them alone will not convince them to stop because they know the new players who just reach endgame will cater to their whim.
