Blacklist problem no not the clicking

Ok here is the issue i have.

On the forum here a thread is going around of people who are on a blacklist (probably mine as well) because there account got hacked.

Now they ask to be removed because they got their account back or going to get it back in the future.
Here is my problem and it is a big one for me and probably others.
It is not that they got their account hacked or if they are responsible that is a different discussion.
But the problem is how do i know who is who.

Because i blacklist people for number of reasons usually the main reason why i block someone who is not spamming is because they are assholes and i never want to do anything with those kind of people in a game i play
rage quitters are a other group who make it on my blacklist
And there are a few other categories of players who get on it.

Now names as zzerhdjh and aafrred i can remove after a month or when SE states that they banned a group of accounts for rmt spamming.

but when it comes to normal names currently i dont know if they made my list because of spam or because they fall in the permanent blist category.

My proposed solution would be let us make a note in the blacklist where we can type in a reason for being on there that way i can remove everyone without a reason from my blist once a month while keeping everyone without a note on it that way people who got hacked and get there account back can go off the list while people who are in the categories i see fit never to play with again can stay on it.

I am not asking to be able to make a entire letter on them but just the ability to put in a few words .
some people i might put on the list for a short duration while others deserve to be on there for the rest of ffxiv existence.
