the damage over time on the enemies from Flaming Arrow would do critical damage on every proc.
If I use Raging Strikes or Blood for Blood and use Flaming Arrow, the damage will not be affected by these buffs. Hawk's Eye does apply and properly buffs Flaming Arrow.
