"A simple gift" main quest bug

So my friend gridded to 28. the last mission he did was the thousand maws dungeon missions. After completing it (which it shows it as complete in his journal) Is should Unlock the quests A simple gift and Shadows of the Empire. Shadow of the Empire quest is unlocked which further proves he completed thousand Maws Buscarron is supposed to give him the next main mission A simple gift. But when he goes to Buscarron theres no mission marker over his head and talking to him does nothing, tried rezoning and even logging out and back in and disbanding party. Neither action worked and now he cant advance. Also He cant repeat guildleves despite having 98 allowances (he fixed his guildleve problem apparently he had to do every leve on the list once before he could start repeating them. which is odd because I never had to do that and I repeat levels just fine). Anyone know whats wrong?

Also thi sis on a JP server so this was after the maintenance with all the hotfixes had been implemented yesterday. I on the other hand did and the quest in question about a week ago so maybe the hotfixes broke it? Or maybe theres a bug that effects ppl who are over leveled (hes lvl 28 and its a level 24 quest. When I did it I was level 24)?

I may have found a solution. Supposedly that quest can be skipped and you can go straight to the Believe in Your Sylph quest. So Ill have him go to little Solace and see is Kumoxio is offering that mission instead
