Back in beta phase 3 days, it was an image of a corpse, but it looked kind of disturbing, guess that's why it's a flower now.

They are cross referencing words, the localization team is amazing, and if you think they're not you haven't read up enough on Michael Christopher "Koji" Fox, aka my hero Fernehawles. Every word they use is deliberate, if its a misspelling, that happens, too much text, but they don't just use the wrong word, this game isn't being translated into English by Japanese people, its being translated into English by people who speak English as a first language, and Japanese as a learned one. Fernehawles is also the man when it comes to old English, archaic slang, I wouldn't question the localization team unless you were like a serious old english scholar and had like a phd in it, then I'd be like "damn you educated!", but most people barely know modern english enough now a days which is sad.

One of the meanings of piss is cheap booze. It's why you sometimes hear of someone being drunk as being pissed or bad booze being horse piss. Maybe it isn't as common in the US. This would be one of instances of them going for the more archaic feel.

I think almost every male NPC in limsa has something to say about their "Stiff masts" or something equally as disturbing.

It's not unlike watching something like Shrek. It's designed for the younger audiences but the tongue in cheek references are there if you are adult/experienced enough to get them.

Cactuar Piss however is a fairly blunt one I'll give you that. Some did have a point above though that "piss" is olde slang rather than the common term it is used for in modern age.

As others have said, it's not actually piss, it's the Eorzean equivilant of rotgut or moonshine. The game uses lots of crass adult phrases, so the word's use shouldn't shock anyone who has actually PLAYED the game.
