Ok. So why didn't SE do this too?

For the Deus Ex Human Revolution game the core game was built for the Consoles. This normally comes with a odd problem of translating a system designed to run specifically on a controller and making it friendly for someone using a Mouse and Keyboard (The same thing FFXIV is having a problem with now.)
Square Enix Edios. (Square Enix Europe, Edios Montreal, how ever you want to call them now) hired a third party developer to design and implement the UI for PC players.
So why doesn't SE do this for XIV as well?
