How do i know whats good? how do i know when i'm lagging? i'm constantly getting hit in the red box when i'm well out of it on my screen. little help pleases.

When either of them is 0.
On the other hand it's not recommended to check Send/Receive status while avoiding AoE attacks since that will probably also kill you

so low is bad? or is low good?

It's just showing the number of packets sent/received, so it isn't a great indicator of performance.

If you've been playing for a while, you should expect higher values than if you just logged in.
