I've never seen this. If there is any reason for it, it is most likely the huge number of people who picked up summoner/scholar because it's a new class, so a disproportionate number of people leveled it first, so FCs may have all the SMNs they need.

It certainly has nothing to do with SMN's DPS, which keeps up with the best of them.

Some LS/FC prefer to be selective and try to balance the type of class they have
If they have too many SMR, they might want to give spots to other classes for balance purposes
I don't think it's because they hate SMR or anything like that

It's like in a real company, we need a sales but you are an accountant. We have nothing against accountants, they are extremely useful but right now we have sufficient number of them and we really need a sales guy
Good thing is that in FFXIV you can multi-class so either find another FC that can recruit you or level up something else
