Any ideas when character creation restrictions will be lifted?

Tried searching around these forums but wasn't able to find anything.

I have a friend who purchased the game but unfortunately can not create a character on our server. Do these restrictions ever get lifted temporarily? Or have they been locked since day 1?

The restrictions do fluctuate, have your friend try making a character at an off hour as the more people on and clustered around the towns make it more likely for restrictions to be in place.

It varies. For the NA/EU datacenter worlds, most, if not all, of them are typically open for character creation when the list on the Lodestone updates at 4AM PDT. If you can get your friend to stay up and log in around that time, s/he should be able to make a character on your server then.

Even if you can't pull that off, the restrictions usually seem to be light in the morning and/or possibly early afternoon. Trying anytime after that usually seems to be a waste of time (the reverse seems to be true if you're trying to roll on one of the JP datacenter worlds).
