SE phone support told me that GMs can and do Name Changes but it's based ticket by ticket.I filed a ticket, and they straight up declined it within 3 days. Here, I'll save you the time and hassle.

Edit - I even told them I have an unused fantasia potion and would use it if i could change the name. I'm saving it in case they allow this at a later date.
