I support the vote kick option its a much needed feature, we had an tank that didn't get the gear he wanted from a loot chest and just went AFK we begged him to push on or just leave but he would not go. we couldn't boot him so we all had to leave and I spent 30 min in que for another run just so I could progress in the main story arc. I honestly don't know why this game launched with out it.

Ok. Fair comment quite a long essay mind! BUT what about the single players who enter dungeons expecting the rest of the party to be in the 'same boat'. What if the other 3 people are in a party and they don't linke him/her, they've been here before but obviously it's his/her's first time............ So what! Just kick them until you some find someone useful.
Also, in my opinion; arguments start off in dungeons mostly because of the tank not having 100% awareness of the enemies movement, in this game it's like you need a very karge radar for (danger).
I think it's a great thing being able to leave whilst in a dungeon/duty. After all this is just a game and if you had something to do or somewhere to be then fine go and do it. You guys are just too obsessive. People have lives...
I was against vote-to-kick, but the OP raises some practical and reasonable safeguards that I think could make it work!
For me, I'd be happy with vote-to-kick under the following circumstances -
1) There's a 2 hour cooldown on it, so you can't simply try to kick everyone who doesn't agree with you.
2) Newbies are completely protected. For the purposes of vote kicking I'd define a newbie as anyone who hasn't completed an instance twice.
3) Same FC/LS as another party member? Then that counts as one vote. This is to stop 3+ FC friends filling up that last slot with a random and then booting the "stranger" the instant they do something the others don't like
4) Absolutely no booting if there's loot to be rolled on or if a Primal/instance boss has been defeated (to stop people booting others before they open the chest).
5) Voting to boot someone because they're the "wrong" class, inexperienced or because they didn't bring food, etc becomes a GM-punishable offence. If you needed a specific party setup then you shouldn't have used DF.

The rules on a vote to kick don't need to be hard or complicated.
Majority vote, cooldowns on whoever started it, can't do it during loot roles, and a timer for cutscenes.
That's it IMO, too few or too many restrictions will lead to some abuse.
Couldn't agree more OP, SE were blind to not take this into account, I feel they do need to revisit this even though they have said they have no intention of fixing it.
For one it is ruining end game and just turning people off using DF in general.
I think they need a system where if a person has entered a dungeon an not been actively participating (damaged a monster or healed a party member) in the last 5 minutes (excluding cutscenes) he should be kicked from the instance, there is no excuse for SE keeping leeches in dungeons.
This^^Rather than a vote kick system try implementing cross server black lists.
SWOTR uses a feature similar to this and it works pretty well. Add a player to your ignore list and it will filter him out and not match you with that individual while que'd for the DF.

I think all that need to do is add dislike system to MVP (like system).
Everyone have 2 dislike per week. Only one dislike per duty.
If somebody get 1 dislike - he get penalty for entrance duty finder. More - more penalty.
I think that N need to be:
for 4 members:
1 dislike - 30 min
2 dislike - 1 hour
3 dislike - 2 hour
for 8 members:
1 dislike - 30 min
2 dislike - 1 hour
3 dislike - 1.5 hour
4 dislike - 2 hour
5 dislike - 3 hour
6 dislike - 4 hour
7 dislike - 6 hour
It is approximate number in hours, but I hope that you understood me.
Again, don't forget about only 2 dislike per character per week.
I hope, that devs will see that post and will think about that.
Forgot about novice for current dungeon. If somebody first time in that dungeon, you can not dislike him.

If the majority of players in my party choses to kick me without a good reason, I'd probably wouldn't want to play with them anyway. So, not a problem.
There are a lot of this going on in XIV. And by that I mean fuss about things that aren't even a problem. Just look at SEs reasons for not letting people /tell in instances and you'll have it all summed up. They imagine scenarios of horror that is in reality a non-issue and then they restrict/mold the game with those scenarios being a large focus, instead of focusing on features to prevent abuse of perfectly good systems. The end result so far has been a more restricted game compared to other games based on imagined fears that those other games have shown is not an issue. And quite frankly a lot more problems because of these restrictions than if they were not in place which again other games have shown.Honestly i don't see what all the fuss is about, i played wow hard core since launch (until this game came along) and have only ever been vote kicked ONCE since the dungeon finder was implemented, and can count on one hand the amount of people that have been vote kicked from my groups. Seems a lot of people have a lot of fears that are pretty uncommon, i haven't ran into a single bad egg in an instance yet but i am only level 26.
That said there are douchebags either way so while it is nice to see you haven't ran into any of them yet sooner or later you probably will. Especially if SE keeps trudging down the same awful route they have chosen so far.
