They aren't linked accounts.
They are doing this off of compromised hacked accounts.
The real problem is that the client is susceptible to memory injections, and until that is fixed no amount of bans will help.

I don't mean linked as in service accounts, but the RMT use at least a few different accounts for each action. This is why you have a miner, a starter character doing your shouts and most likely a mule to hold money and mined mats. You also will need a lvl 20 DoW or DoM in order to use the market. They may be simply vendoring everything which is still feasible when you can set it to autopilot and work for 24/7. You would be a fool to have one character doing all three or even two of the above. It's easier to replace a specific character and their associated task as opposed to losing one character that did all the mining, shouting and gil trading. And it's not all hacked accounts. Some yes, but not all.

Not even. I've read all the hacking cruft these people are doing, they're just overwriting places in the memory, the teleport happens when the server attempts to resolve the location. You'll see some of these bots "up in the air" initially, or underground. Most of the time wearing no gear. All they are mining are crystals (I figured that out based on the locations of the bots and their current level)
They are not hacked accounts. These are people explicitly using bot software.
As for solving it, they could just make it so crystals are unsellable, but then they would switch to some other crafting material.
