Make "Join party in progress" default.

Experience points are not the reason people don't join in progress runs. It's avoided because 90% of the time you get in an instance without a tank or some other hopeless situation, which can be devastating to DPS in particular - it means you just wasted up to an hour in a queue.

I don't think it should be toggled by default, I'd rather it not be an option at all. Make it the default, period.
