Maybe because their system isn't setup to handle registering the same version twice. I mean, by virtue of having bought the game prior to 2.0 you already have the full PC version registered on your account making doing so again seem... weird, to put it mildly. UNLESS you wanted to make a new account which, while not what you intended, will be what the system believes true. The PS3 version, though, is you adding functionality to your account in the form of different version access. The system sees nothing wrong in that.
Off the top of my head, one thing they could do is set up a service to convert CE reg. codes to digital upgrade codes. I mean, if it's really such a fundamental problem that can't be resolved automatically. Knowing SE, though, they probably just said "eh, f@$k it".
