Mmo on a console ... just a bad idea. Get a pc.
It'll be much smoother if you tweek the settings to remove nameplates and limit spell effects.
I actually think certain aspects of this game like crafting and gathering are much easier on the PS3. Even solo questing works fine. Granted, the graphics aren't great but I find the controls to be much more comfortable. The major and obvious setbacks are endgame raids and FATEs.
On topic however, I honestly don't know. I went and got this for PC because of how the PS3 can't handle many characters at once. I thought it was a myth or a poor connection issue with the PS3, but I tried it out myself and it's definitely an issue. Not saying I have the best connection but it's the same connection that I'm now using for my PC and it works great.
Played PS3 to 50, never had many significant issues that would make me think that in a closed 24man environment that you would have any significant issues in the tower. The only place I can see any issues would be in large trash pulls when the full 24man raid is all together, but we do not know how trash will be, could be a few HARD mobs (1 per tank) or masses of weaker mobs (1 pack per tank).
Will a PC be better, yes, even a low end one with minimal settings will be slightly better (similar FPS, not constant like ps3, similar grapics, and main difference is number of loaded character models).
We also do not know if they have fixed or plan to fix the load priority in game by/for 2.1, or if at a minimum it could be adjusted for inside the Tower to allow for such issues to net be existent. A large majority of the JP fan base is PS3 users and I am sure that they will not release it unplayable for PS3 given their home market is mainly PS3. While I do not think they will ever say it, I think part of why it was held back from 2.0 till 2.1 is partially for PS3 optimization with rendering of mobs and such (fine tuning of difficulty was part of it for sure, but if it was simply just too hard we would have gotten it with a disclaimer that it is getting tuned down soon to the level it was meant to be and those hardcore can have fun with it for now).
I cringe to think how this will work. We don't know everything about it though. There might be instances where you are all broken up in certain wings and each have to clear something and maybe come back together. Either way, I had to play on a PS3 for like a week while my account was all jacked up for my PC. Besides the ridiculous frame drops in fates, and general lag; man it was bad.

The PS3 will handle it just fine as long as you have a decent internet connection. You only have problems if you walk into an area where there is already 30+ people casting stuff. My computer could probably run XIV. It ran 1.0 just fine. It's preference, and I'd rather SE step up and get their crap together instead of having to worry more about playing on another device.
