Creation restrictions?

Wanted to understand how this works cause my brother just bought the game and wanted to join me on my server but it says there is a creation restriction on it. Does that mean it is closed closed, or does the list fluctuate open and closed? Hope that you guys can help me understand.

Not 100% accurate, but a good guide. And yes they do fluctuate some, sadly sometimes early morning NA times are the best times to try.

It fluctuates throughout the day. From what I've observed, usually, in the morning (around 7AM MST aka GMT-7), most, if not all, of the NA/EU datacenter worlds seem to be marked open. You should check around that time and see if your brother can roll on your server then.

Yea the character restrictions suck. I have the game from 1.0 and recently reactivated to play with fiance and been unable to join her on Diabolos. Stupid thing is it was open but once I got logged on and ready to jump in, closed. They really need to implement a system to bypass standard restrictions so friends/family can enjoy this game together. Allow each person a one time friend pass to get around the restriction or something.
