Thanks for the reply. Yes I think it's a quest or trial but I still haven't found it and I am level 46 Black Mage.

Seems I was right:
"The Freeze action is earned by the Black Mage job at level 35." - Source

Try checking the Thaumaturge Guild in Ul’dah where you got the 'Soul of Black Mage' to get lv35+ quests.

If I'm right, "Apocatastasis" is the lv40 reward, "Manawall" lv45 and "Flare" lv50 one.
