    Repair Vendors.

    NPC or Vendors are what i'm hearing about to repair in ARR. Cannot find, where are they located in these cities??

    Any NPC with "Mender" in their title. They're all over the place. There's one beside the innkeep in the adventurer's guild in each city, for example.
