They seemed impossible at first to reach but with your Luminary or crafter main story tool + an HQ offhand with materia slotted/etc the stat caps are in fact reachable. Don't forget food can add up to +32 craftsmanship (more if HQ food) if needed. If you have the proper cross class abilities from other crafts an HQ synth on these is not too bad. The two star items I would try and use HQ base materials to leave as little to chance as possible. If you are going to use 1125 tomestones worth of mats you better make sure you try your hardest to HQ the item as it's a significant boost in stats.

Don't worry, by the end, you'll have over 350 control on your crafter even without food. Just keep improving your gear. As a leatherworker, you make all but your pants. Making the stuff may be a pain, but it's worth it -- and if you can only do NQ early on, that's fine. You can always spiritbond your first batch and upgrade later to HQ. If you lack equipment to make those first hippo leathers, use Craftsmanship food to boost your stats -- it counts toward the requirement. You can buy the second tier of food in Buscarron's Druthers or in Drybone.
And if you've cross-classed properly, getting HQ one-stars from NQ mats is way too easy. I've hit 100% HQ on the last 9 one-star crafts made from NQs, and I have a mere 319/322 control (added +3 over that time period). You shouldn't even try level 50 recipes until you have Ingenuity, and getting Hasty Touch + Tricks of the Trade + Rumination is pretty essential for getting good HQ chances.
My all-jobs craft set is 339 craftsmanship, 322 control. It's not difficult. :x
Think the only thing that's a bit too high is stuff like treated spruce lumber (347...?). And why shouldn't high-end stuff be hard to craft?
