    This is not an AI thing, however. It's a flag, to know when a spell is effective or not. It knows when it's a good idea to cure someone of poison, because the person is poisoned. It knows when it's a good idea to heal someone, because they are damaged. If not, the pet would just be randomly spamming cures and heals for no reason at all.

    The pet AI is super basic, all they do is heal when people are missing health and keep their buffs on cooldown in combat.

    Most people manually control their faeries due to how badly SE implemented pets, it's a stretch to say that you should be able to heal people when raised because pets attempt to.

    If Healer/bard limit break 3 can pull everyone up and heal them to full then it's clear the window of being unhealable is intentional. All healers get access to swiftcast to instantly res people and summoners can do raise in combat whenever they feel like it, there has to be harsh penalties associated with bringing people back into the fight.

    You are forced to think when accepting a raise and that's the way it should stay.
