Fates have little to no weight in the world at all. Their as forgettable as the monsters often annihilated during the fate, at least with quests there was at least some understanding as to why your killing the 20 monkeys. There are a few examples of what the FATE system should be like Svara - Highbridge - Attack/Defense of Redbelly Hive (tho even these should be a little more interesting).

All fates currently are, is a grinding train of people following the same route hour after hour doing repeatable quests without any kind of significance to the game world. The majority of them aren't even anything more than an aoe fest with predictable spawn points. Buffing everything else would not change the fact that this method is just as effective if not better without trying and being amply rewarded for it.

FATES can be much more than this, up the drama - have the monsters scale - give weight to the importance of the fates. Slow down the fate speed and make the rewards for participation much higher to compensate, i don't mean cripple the speed but at least give enough time between them to where not only is there a feel of significance to its completion but enough to discourage the wait train that piles up around the crystal.
