They are equally as bad, they are just more secretive about it. NA just wears its thoughts on its sleeves, JP will hide it behind a mask. If you have ever done business in Japan you'll know what I am talking about.

Also they can say something that to us is being polite but they are actually insulting us. Most people not knowing the cultural don't understand this and think they are always so polite, a lot is lost in translation sadly.
