JP skilled and experienced players actual work with new and inexperienced player and make them into skilled and experienced player.
NA just say go train yourself with the other new and inexperienced players and come back after you've done "this" and "that" after 10 times.
Order of the Blue Gartr is the current top guild, as said by Yoshi-P. They're english speaking players on an NA server.

I don't go around bashing every single person I see new or inexperiend and boasting about my gears and achievements.

Is it wrong to wish for more people to act a bit more polite like the people in the JP community mentioned in this post?
Being more polite and less screaming, raging and blaming others for mistakes they make or mistake a person made themselve may help improve the community

One day I decided to check a JP legacy server to compare the market with my NA/EU server and I was surprised!
most of item prices are almost the same except for HQ items. In Jp servers 2 star items and HQ items cost half the price of the server I am in ><.
I wish if there was a way to buy items for different servers.

It's just that they are so rare that you won't be finding them often unless you're unlucky.
I, myself, am playing in a JP server too, and my experience thus far is the same as OP, but I'm not sure if it will stay like this when I reach end game content or not.

First off, I don't think EdeinLi went it to be taken that way. And he is not wrong, the JP community is always faster at progressing that the NA/EU communities. The Blue Gartr guys are great, they are very skilled and move through content quickly. They even share information they gather with the rest of the community. However they are but one example and by no means define the NA community.
As for his comment contributing to what makes this community toxic, you just dropped yourself right into that boat as well, Ruminate. The difference is your approach is flat out aggressive.
I ended up being forced into a JP server on my 1.0 character due to never getting an email in regards to a server transfer. During Phase 4 Beta I was dead set on transferring servers all the way up into 2 weeks into the games life cycle. But now I'm pretty attached to the server and the FC I'm in and I don't really want to leave now. The community as a whole has been nice and friendly even if I can't understand them we still help each other out.
To be honest OP I'm not surprised. With every game I've played that had the option of playing with the Japanese it's always been the same result. Polite Japanese, and mostly more vocal/haughty Westerners. I think it just all comes down to cultural differences.
But while they are polite they to can be xenophobic/racist not all of course but some. From my experience I believe both West and East house trouble makers. It is more prevalent in the West, but I don 't think there truly is a community that is a Utopia.
Sometimes being helpful can be seen negatively, it's all on the perspective of the individual.
You could try to help those who you think are making mistakes, but they could find it offensive because you are intruding on their inner sanctum of self-confidence. You could call those people arrogant but they think you're the same. In the end, people stopped caring instead they all think for themselves.
This could be one of the reason what makes this community so vile.
