Immediately after servers open back up that happens because of a rush of log ins at once. Other than that - no, I haven't. As for instances, that's a server issue. It hasn't gotten worse for me, if anything better (the line at the tree stum in Central Shroud doesn't exist anymore, right?) Just give it time. Peek hours are always the worst.
