Bard's "Rain of Death" not showing up in abilities list

edit: My original post was mistaken. There is a bug but isnt what I posted. If you are 45 but havent done the quest and then switch to another computer the spell will pop up on your hotbar even though you cant use it. My mistake was thinking I had the spell but not seeing it listed in my abilities page. It still shouldnt show up on the hotbar if I dont really have it.
