I've checked both the adventurer station, as well as the quest starter in in or near the botanist gill. I've done as many quests as I can through lv 32, but I haven't been able to progress the main story line past lv 14. I played ffxi for years, and the lack of service on this issue is maddening. If you can't or won't respond to my request, I will need a refund. It's very sad to me, this look like a wonderful game, only it's one I can't play any longer with out a reset for the quest.
This is going to sound really really dumb, but you were told by a NPC to go somewhere, and you haven't done it. It was probably one of the level 14 quests missed
