This game won't progress for me since level 15 HELP PLEASE

3rd time I'm asking for help. I am stuck at lv 15 quest. The game won't give it to me. I finished everything up to the airship pass, and I cant activate the quest. I've checked both the adventurer station, as well as the quest starter in in or near the botanist gill. I've done as many quests as I can through lv 32, but I haven't been able to progress the main story line past lv 14. I played ffxi for years, and the lack of service on this issue is maddening. If you can't or won't respond to my request, I will need a refund. It's very sad to me, this look like a wonderful game, only it's one I can't play any longer with out a reset for the quest.

What's the name of the last quest you completed?
Grid Main scenario Quest Line
LV 15: The Gridanian Envoy
LV 15: Call of the Sea (Gridania)
3 Main Nations get the following after completing Call of the Sea (Grid, LL, Ul'dah)
LV 15: It's Probably Pirates
LV 15: Call of the Forest
LV 16: Fire in the Gloom
Click the links and see if you followed all the steps and if you spoke to the right NPC to start the next chain of quests. Hope this helps.

This is going to sound really really dumb, but you were told by a NPC to go somewhere, and you haven't done it. It was probably one of the level 14 quests missed

Forgot to list the lv 14 quests. The above link is where I got the quest names and linked to. Just retrace your steps. Sometimes it's hard to find the quest NPC due to the camera angle (can't see the icon above them).

Look through your completed quest log and read the last completed main quest. It should tell you who you dealt with when completing it. The next quest will always start in that same location.
