Question about Exp bonus from level gaps

I read that if you have a character at like 30 and then try to level another class that class will level faster because of it. Can someone explain this. Also how rad are Dragoons cause I know they have the looks but what about the moves?

As long as you have another class at least one level higher than your current one, the later will have a 50% exp bonus on kills.
