I would try to find a popular FATE hub. I'm not really sure where they are at level 15, but just try jumping zones and seeing which ones tend to pop a lot. As for quests, you've probably knocked out all of La Noscea... try jumping to Hawthorne Hut in East Shroud or Camp Drybone in... erm... one of the Thalanans (I want to say it's Central?). Those two both had plenty of quests.

The rule of thumb is to save side quests for your alt-classes, and I'm on that bandwagon, but sometimes you gotta do them to push forward. The xp reward from leves is terrible.

Also, check out your hunting log. You can get some sweet xp if it's not caught up.
